At Pakhoi in 1883, with the cooperation of Mr Edward Sterson, I started a service of scavengers, got the natives to sweep the streets with brooms, and associate them with the movement and share the expense. But although at first they appreciated the results, they dropped out, tired of paying a small subscription which they thought might perhaps grow to a larger one for the benefit of the promoters.
Their experience had taught them that it is not prudent to trust a Committee, or treasurer of a public purpose. We do not find here tolls, road funds, etc., which commercial communities manage where there is hope that funds will not be misapplied.
Under the present systems, there appears no chance of much improvement in the sanitary condition of Pakhoi.
